NEW: The Trump administration has lifted the “Jones Act” to allow needed goods and supplies to get to Puerto Rico quicker.  (The Jones Act is a little-known federal law that prohibits foreign-flagged ships from shuttling goods between U.S. ports).  Most of the U.S. territory is still without power with little access to fuel and other supplies.  https://goo.gl/5FycHu
