A bill (HB-73) introduced in Raleigh on Wednesday would make it ‘illegal’ for motorists to drive with an animal on their lap. The fine will be $100 plus cost of court (no bump on insurance or points against your driver’s license). If passed, the bill would become law Dec. 1. The bill would not restrict other areas where an animal sits in a vehicle. North Carolina could become just the third state to make it illegal for motorists to drive with an animal on their lap.
